Dubai International is huge and switching between terminals can consume a significant portion of the scale. An outing to the city only compensates when the useful time allows absorbing immigration, displacements and a conservative return.
With less than 7 hours, it is usually better to stay in DXB. From 8 hours a short visit to Al Fahidi or Dubai Creek can fit in if the terminal and entry requirements are favourable.
