Heathrow combines large terminals, border controls and a journey to the center that can exceed an hour door to door. A long layover doesn't always mean that visiting London is wise.
With less than 8 hours, stay at Heathrow. From 9–10 hours Paddington or Westminster may be viable if entry to the UK is confirmed and you do not have to check-in again.
